Town Twinning developed mainly after the Second World War to promote mutual understanding and friendship.
Clitheroe is twinned with Rivesaltes in the Pyreness-Orientales Region of Southern France.
Whalley is twinned with Vihiers, in the Pays de la Loire Region of North-Western France
