Obstructions and spillage - highways

Service outline:

Lancashire County Council is responsible for keeping the highway clean and free from obstructions and spillages where they are of a hazardous nature.  Local police and the fire service may also be involved in the incident and road closures required.

Please report any obstructions to the footway which are causing an adverse effect on pedestrians.  Examples are:

  • A skip or scaffolding is obstructing the pavement.
  • No barriers around streetworks/roadworks and building work is affecting pedestrian safety.
  • Building materials are blocking the pavement.
  • An advertising board is blocking the pavement.
  • Banners or bunting is causing an obstruction.
