The Lancashire Minerals and Waste Local Plan (LMWLP) 2006 came into operation on the 28th December 2001. It is a joint plan of Lancashire County Council, Blackburn with Darwen Borough Council and Blackpool Borough Council. Within the context of the broad policies of the Lancashire Structure Plan 1991-2006, the Local Plan provides the main guide for making decisions on Minerals and Waste Developments in Lancashire, including areas administered by the Unitary Authorities of Blackburn with Darwen Borough and Blackpool Borough Councils.
