Answer:
Yes.  If the alterations involve, for example, moving a bathroom; inserting a beam; carrying out drainage work or splitting a bedroom into two you will need to make an application.  You will also need a building regulations application if you want to turn a garage into a habitable room (i.e. a bedroom, living room or playroom), or if you want a loft conversion.
