The Planning Policy Team are responsible for producing policy documents that guide how land is used in the Ribble Valley.

Who Writes Planning Policy?

Central Government produce national level planning policy and guidance.  This is produced by the department for Communities and Local Government.

Regional Planning Policy also forms part of the decision making process at the local level.  4NW publish the Regional Spatial Strategy on their website. 

At a sub-regional level, Lancashire County Council (LCC) produce policy on minerals and waste planning.  In conjunction with two other Unitary Authorities, LCC is also responsible for producing the Local Transport Plan. 

At the local level, Ribble Valley Borough Council produces the Development Plan for the Borough.  The current adopted Development Plan for Ribble Valley is the Districtwide Local Plan.  This gives details of how we will meet the requirements set out by regional planning authorities and the Government.  The Ribble Valley Districtwide Local Plan is the borough's main Planning Policy document and all decisions on planning applications are based on it.

The Planning and Compulsory Purchase Act 2004 brought in a new system for preparing planning policy.  This approach to producing a Development Plan for an area involves the production of a Local Development Framework (LDF), along with national and regional level policy, which will replace the current Districtwide Local Plan.  When adopted, all planning applications for development will be assessed against this.  The LDF will consist of a portfolio of themed documents that sets out the Council's land use strategy for the future.  The documents and time scales for publication is set out in the Local Development Scheme.

Housing Needs Survey - In 2004 the Council began to assess the Housing Need of many areas within the Ribble Valley. We are now starting to use the data that we collected to allow low cost housing to be built.
