Summary

The Council undertook a consultation on this stage of plan preparation from 28 April until 5pm on 9 June 2017.

The Reg 19 HED DPD set out a series of preferred housing and employment site allocations and also included a series of proposed development management planning policies which concern matters such as Traveller sites, Open Spaces, Clitheroe Main Centre boundaries and Clitheroe Market Redevelopment boundaries. It also updated other development constraints and land designations and already committed (ie permitted) development sites within the updated Proposals Maps that accompany it. In addition to documents relating to land allocations the consultation also involved Sustainability Appraisals and Habitats Regulations Assessments, an updated Infrastructure Delivery Plan and maps showing changes proposed to the Proposals Maps that have flowed from the Reg 18 consultation held in 2016.

A summary of the Regulation 19 Consultation responses were presented to members of the Planning and Development Committee on 22 June 2017.

Background and Context of this Consultation

This is the final stage of public consultation before the Housing and Economic Development - Development Plan Document (HED DPD) is submitted for examination to the Secretary of State. Upon a successful Examination it will be adopted by the council as its land allocations DPD and accompany the already adopted Core Strategy as a fundamental part of the Borough’s Local Plan.

The HED DPD sets out a series of preferred housing and employment site allocations and also includes a series of proposed development management planning policies which concern matters such as Traveller sites, Open Spaces, Clitheroe Main Centre boundaries and Clitheroe Market Redevelopment boundaries. It also updates other development constraints and land designations and already committed (ie permitted) development sites within the updated Proposals Maps that accompany it.

Please note that this consultation only relates to this DPD and its consultation documents listed below. It is not a review of the adopted Core Strategy.

The Consultation Documents

In addition to documents relating to land allocations the consultation also involves Sustainability Appraisals and Habitats Regulations assessments, and updated Infrastructure Delivery Plan and maps showing changes proposed to the Proposals Maps that have flowed from the previous consultations held last year.

All the consultation documents were approved for consultation at a special meeting of the Planning and development Committee held on 6 April 2017.

There are also available to view a series of Supporting Documents that form a part of the DPD’s evidence base but please be aware that these are not a part of this consultation and we are not seeking your comments on them.

How and Where to make your Comments

You may have made comments on previous stages of the development of this document and these have informed this document. However it is important that you make your comments now on the Publication version as it is the comments made at this stage that will be considered by the independent Inspector who will be appointed to examine the document.

At the future examination the inspector will assess whether the HED DPD has been prepared in accordance with:

  •     The Duty to Co- operate;
  •     Legal and procedural requirements; and
  •     Whether it is “sound”
