Borough's Biggest Ever Public Engagement Programme Launched

Ribble Valley residents, visitors, shoppers and retailers are to have their say on the £9million redevelopment of the Clitheroe Market area.

The biggest public engagement programme ever undertaken in the borough will start on Monday 7 November, with a wide-reaching survey aimed at establishing Clitheroe’s shopping habits and retail requirements, followed by a series of focus groups.

The engagement programme will be overseen by a cross-party working group chaired by Ribble Valley Borough Council deputy leader Terry Hill.

Nelson contractor, investor and developer Barnfield Construction was selected to devise a redevelopment scheme for the 1.4 acre site last year following a rigorous selection process.

The aim of the redevelopment is to bring a new lease of life to the market and surrounding area, and the potential for attracting top new retailers and significant economic development to Clitheroe town centre.

Draft redevelopment proposals attracted a mixed response during an initial public consultation by Barnfield Construction, as a result of which Ribble Valley Borough Council has decided to run its own comprehensive engagement programme to ensure all sections of the community can properly have their say.

Terry Hill said: “This scheme constitutes a once-in-a-generation opportunity to bring modern retail and leisure facilities to Clitheroe town centre.

“It will stimulate investment and growth over the coming years by securing a number of high-quality retail and leisure operators not currently represented in the town.

“It is one of the biggest ever private sector investments in Clitheroe, in which the council will retain ownership of the land, and Barnfield’s plans are ambitious.

“However, it has to be right for Clitheroe and the council has decided to undertake a comprehensive engagement programme prior to detailed plans being brought forward for consideration.

“The borough is being offered an incredible investment in the economic future of Clitheroe and councillors are united in their determination to get this right.

“We are asking members of the public to join us in taking this important scheme forward for the benefit of Ribble Valley and its future generations.”

The survey will be undertaken by research and consultation company Infusion, which has a track record in delivering large-scale public sector projects. It will be available online and at the Ribble Valley Borough Council Offices in Church Walk, Clitheroe, as well as other public buildings. It will also be sent randomly to 2,000 local households, as well as 600 members of the Ribble Valley Citizens’ Panel, and will be backed up with street interviews conducted by a professional survey team.

In line with Government best practice, the survey will run for six weeks from Monday 7 November, until Friday 23 December, with the findings published in January.
