Baseline Emissions Inventory (BEI)
At the council meeting on 14 October 2025, a Notice of Motion was proposed by Councillor Malcolm Peplow and seconded by Councillor G McCrum to declare a Climate Emergency. The motion was approved by council.
Motion 5.
Will complete a Baseline Emissions Inventory (BEI) using the Global Protocol for Community - Scale Greenhouse Gas Emissions to provide baseline GHG emissions for the Ribble Valley Borough area overall including annual energy consumption, annual CO2 emissions, local electricity production and corresponding CO2 emissions, and local heat/cold production (district heating/cooling, CHPs)
The UK National Atmospheric Emissions Inventory 2023 publishes total for Local Authority Greenhouse emissions. An interactive map can be found here.

About the Local Authority/Greenhouse Gas Interactive Map
This interactive map shows Greenhouse Gas emissions totals by Local Authority based on the UK National Atmospheric Emissions Inventory 2023.
The data show "territorial" emissions, meaning emissions that occur within the UK's borders. They show emissions allocated on an “end-user” basis where emissions related to energy use are distributed according to the point of energy consumption. Emissions that are not energy related are distributed based on the point of emission, other than emissions from waste which are distributed based on where the waste was produced.
The point source data show the emissions from individual sources at a known location that are not related to energy supply. The points are adjusted to an end user basis.
You can choose to show different sectors on the map and select a specific Local Authority by clicking on the map or selecting the name from the menu next to the map. To viewpoint sources in a Local Authority region turn on the “Show point sources” toggle. You can click on an icon to view total emissions in tonnes over the last five years from a point source.
