Call for Sites

Introduction

The council is preparing a new Local Plan which will guide future development and land use in the borough. As part of this process developers, community groups, members of the public and other interested parties were invited to put forward land they think has the potential for development over the next 18 years for further consideration and assessment as part of the preparation stages of the new Local Plan. This exercise, referred to as a “Call for Sites”,  took place between August and September 2021 and was followed by an update exercise between October and November 2025. The submissions received will help to provide the council with a comprehensive and up-to-date understanding of where land is potentially available to meet the borough’s development needs and other uses over the lifetime of the new Local Plan (up to 2044).

It is important to note that the Call for Sites process is an information gathering stage only. Comments are not being invited on the sites submitted to date as no decisions have been made about their appropriateness for development. Formal public comments will be invited at the next consultation stage in the Local Plan preparation process when potential site allocations will be published as part of the Draft Local Plan.

Call for Sites 2021

We have made available, for notification purposes only, the details of all the sites that were submitted during the 2021 excercise on the Interactive Call for Sites Map which can be viewed using the link below.

This will allow you to move around the whole of the borough to see what has been submitted for consideration. Click on each site to reveal a brief description including location, size and the proposed uses indicated by the submitter. We recommend using a desktop for the optimal view of this map.

If a site is included on the map, it does not mean that it is suitable for development nor does it imply a commitment to its allocation within the new Local Plan.

We are not accepting comments on the sites submitted in the 2021 Call for Sites exercise as no decisions have been made about the appropriateness of the sites for development. The opportunity to comment on sites is through the relevant Local Plan stage, when there is a greater degree of certainly on which sites are likely to be either recommended for allocation or dismissed.

Call for Sites Update 2025

During the period 24 October 2025 to 24 November 2025, the council ran a Call for Sites Update. We asked for sites to be put forward for any use or designation and included, but was not limited to, housing, employment and commercial development, retail and leisure, renewable energy generation and biodiversity or other environmental enhancement schemes.

We received at total of 86 new sites and amendments to 15 previously submitted sites. One previously submitted site was withdrawn. Both previously developed (brownfield) and greenfield were submitted and uses included housing, renewable energy generation and employment and commercial development.

Submit a New Site or Update an Existing Site

Whilst the Call for Sites exercise is closed for general submissions, we are accepting new or updated site submissions by request up until 5pm on Monday 23 March 2026. After which time all submitted sites will be subject to detailed assessment to determine whether they are potentially suitable for development.

We would encourage the timely submission of sites as we cannot guarantee that any late submission will be included in this round of assessment. The next opportunity to submit a site for consideration will be during the public consultation on the draft Local Plan.

If you have previously submitted a site for consideration as part of the 2021 or 2025 Call for Site exercises, please do not re-submit the same site unless there are changes that you need to report including additional information to demonstrate deliverability.

Please do not submit sites which already have planning permission or are under construction as these are already accounted for in the plan making process.

Next Steps

For Site Submitters/Promoters

Sites submitted for housing and employment/economic development will join other identified land, including the 2021 Call for Sites submissions, to form a ‘pool’ of sites for detailed assessment through the council’s Strategic Housing and Employment Land Availability Assessment (SHELAA). Any sites that meet the national definition of previously developed (brownfield) land will be considered for inclusion on the council’s Brownfield Land Register.

If we need any more detail or clarification we will get in touch with you directly. We will not however meet with specific site submitters to discuss their submissions. If sites are subsequently considered as potential allocations in the new Local Plan, meetings may then be considered.

The Call for Sites is simply a way for the council to understand what land may be available for future development. It does not guarantee that the site will be included in the new Local Plan as a site allocation or that it will be granted planning permission in the future.

For Residents and Other Interested Parties

The Call for Sites is an information gathering exercise only. It will not in itself determine whether a site should be allocated for future development. Decisions about which of those sites are the most suitable will be taken as part of the Local Plan making process following assessment and consultation and informed by other relevant evidence.

Whilst the Call for Sites itself is not a public consultation all submitted sites, and the site assessment process undertaken, will be made publicly available on the Local Plan pages of the council’s website in due course.

Formal public comments will be invited at the next consultation stage in the Local Plan preparation process, when potential site allocations are published as part of the Draft Local Plan. This is referred to as Regulation 18 Stage consultation. The best way to be kept informed is by signing up to the council’s Local Plan Consultation Database.
