Objectives of the Scheme

This grant scheme intends to deliver legacy projects across the borough to strengthen the borough’s economy and communities by funding capital projects.

Amount of Grant

Grants of up to £100,000 are available to eligible organisations. Schemes that have secured match funding will be scored favourably.

All Expression of Interest forms will need to be received by the council by 5 January 2026.

All Expressions of Interest received will be considered by the Shared Prosperity and Jubilee Fund Working Group, with their recommendations on which projects will be invited to submit a full application reported to Policy and Finance Committee on 20 January 2026.

Project Monitoring

Applicants will be required to submit to requested site visits from Ribble Valley Borough Council officers during and upon completion of the agreed project, and to provide updates on progress towards the achievement of fund/project priorities, outputs and outcomes at timescales agreed in advance of project commencement.

Who Can Apply

The following organisations/groups with legal status can apply:

  • Parish/Town/District councils.
  • Registered charity/community association.
  • Charitable incorporated organisation (CIO).
  • Community benefit society (Bencom).
  • Constituted community groups.

The project must be located within Ribble Valley.

Priority will be given to projects that did not benefit from UK Shared Prosperity Funding or Rural England Prosperity Funding.

Private sports clubs (including those limited by guarantee), education facilities and limited denomination faith groups will be ineligible to apply.

Example Projects

The following are examples of projects envisaged to be supported by this funding:

  • Community energy schemes such as scaled up biomass, heat pumps or solar.
  • Capital grants to establish or enhance community gardens and community green spaces.
  • Capital grants to develop, restore or refurbish heritage assets.
  • Capital grants to improve community buildings to reduce energy consumption and emissions e.g. solar panel installation.
  • Capital grants for the installation of new community play equipment.
  • Capital grants to improve existing community play areas.

Project Benefits

All projects will be expected to demonstrate the following benefits:

  1. The enhancements the project will create to the building and/or infrastructure.
  2. An increase in the community usage of the building and/or infrastructure.
  3. Community benefits.

Ineligible Expenditure

The following will be ineligible to claim from any grant awarded:

  • Revenue expenditure (professional fees e.g. planning and building regulation fees).
  • Staffing costs.
  • Stock for resale.
  • Software licenses or franchises.
  • Marketing or advertising expenditure.
  • Cash flow.
  • Rental, Hire Purchase or other Contract hire agreements.
  • Rent and rates (NNDR).

Ribble Valley Borough Council will be inviting new Expressions of Interest for the grant program from November 2025, for eligible CAPITAL projects.
