Car Parks and Charges

Overnight Parking

Ribble Valley Borough Council does not permit overnight camping on any of our car parks.

Ribble Valley Borough Council operates 16 pay and display and one disabled car parks throughout the Borough with various parking charges and operating times. For information on car park prices and opening times, select the relevant car park from the list below.  Please note that parking for motorcycles is free in all our car parks.

Card Payments

We accept card payments at Railway View, Lowergate, Edisford Road and Ribchester Car Parks, which all have at least one machine where contactless payments can be made. In order to make a payment you may need a physical bank card as payment by smartphone is not always successful, as they are not all currently supported.

Pay By Phone Parking Scheme

The Council offers a “pay by phone” service for drivers to use in the majority of its car parks. Drivers can download an app to their smartphone which allows them to purchase a valid pay and display parking ticket. Once it has been purchased, they do not need to display a paper parking ticket as the Council’s enforcement officers are notified via their handheld computers.

The scheme also enables the user to extend the length of their stay remotely and to set reminders for when the ticket is about to expire. Drivers are also able to pre-pay for their parking up to 7 days in advance of their visit and can pay using debit or credit card.

There is a 10p charge per transaction, in addition to the parking fee, with an extra 10p charge for any text reminders that are requested by the user.

On-Street Parking Restrictions

Electric Vehicle Charging Points - Railway View & Chester Avenue

An electric vehicle charging point is a place for electric car owners to charge their vehicle with electric energy.

Where are the charging points located?

Railway View - On entering the car park there are 4 charging points situated top left near to the Council Offices.

Chester Avenue - On entering the car park there are 6 charging points located near to the entrance.

Remember you will still need to pay for parking.

Blue Badge (Disabled) Parking Permits

The holders of a valid blue badge are entitled to 3 hours free parking in the Council’s car parks (clock and badge must be displayed).  However, a valid pay and display ticket must be purchased to cover stays longer than 3 hours.  Further information can be found on the Blue Badge (Disabled) Parking Permits page.

Off Street Parking Enforcement

Ribble Valley Borough Council manages the council owned, off-street car parks in the Ribble Valley area. However any appeals or payments regarding Off Street Penalty Charge Notices should be made to Chipside Lancashire.

Chipside Lancashire is the name given to the off-street enforcement partnership for 8 district councils within Lancashire (Burnley, Pendle, Preston, Ribble Valley, Chorley, Fylde, Hyndburn and West Lancs).
