Ribble Valley Borough Council (Off Street Parking Places) Order 2026

Notice is hereby given that on 11 February 2026 Ribble Valley Borough Council (“the Council”) in exercise of its powers under Sections 32 to 35A, Section 39 and Schedule 9 to the Road Traffic Regulation Order 1984 and by virtue of the Local Authorities’ Traffic Orders (Procedure)(England and Wales) Regulations 1996, and with the consent of Lancashire County Council in accordance with section 39(3) of the 1984 Act and after consultation with the Chief Officer of Police in accordance with paragraph 20 of Schedule 9 to the 1984 Act, made the above Order (“the Order”). The Order came into effect on Monday 23 February 2026.

The effect of the Order is to:

Introduce provisions to ensure that designated electric vehicle charging spaces in car parks across the Borough are only used by vehicles which are also being charged.
Extend decriminalised parking enforcement. Four additional car parks are proposed to be included under enforcement powers:
- Wellgate and Parsons Lane (Clitheroe): The current licence arrangements will be replaced with a permit system.
- Lincoln Way and Salthill Depot (Clitheroe): These staff only car parks will be brought under enforcement through staff permits.

The Schedule below shows the days and times of operation, the maximum period for waiting, the classes of vehicles for which the parking places will be made available and the charges proposed to be made for the use of the four additional parking places.

Documents giving more detailed particulars of the Order will be available for inspection by the public during normal office hours at the Council Offices, Church Walk, Clitheroe, BB7 2RA for a period of six weeks from the date of this notice.

If any person wishes to question the validity of the Order or of any provision contained in it on the grounds that it is not within the powers conferred by the 1984 Act, or any other instrument or enabling powers or on the grounds that any requirement of such legislation has not been complied with in relation to the Order that person may do so by application to the High Court within six weeks from the date of the making of the Order.
